Sheriff Hodapp’s Goals and Strategic Initiatives.


The Beltrami County Sheriff’s Office will seek to align departmental activities and resources with the key objectives established by the county. Specifically, the Sheriff’s Office will work with the County Board, key staff and strategic partners to advance the following priority initiatives during 2011:

Reduce crime in the rural areas through deployment of pro-active policing strategy.

Continued rigorous enforcement of DWI and reckless driving laws to make our county roads safer for the traveling public and continue to work to reduce number of fatal crashes on our county highways. Saving lives, one at a time.

Predatory offender apprehension and tracking initiative: the Beltrami County Sheriff — in conjunction with the US Marshal, FBI, US Attorney, Safe Trails Task Force, Surrounding Tribal Law Enforcement — will develop an initiative for tracking and apprehending predatory offenders in Beltrami County. This project is a paramount public safety issue with offenders seeking refuge on local reservations. We will seek special funding through senate appropriations to finance this initiative.

Electronic document transmission: to continue to eliminate paper documents by electronic means for all clients, increasing data capture, information accessibility and sustainability practices.

Records Management: computer-aided dispatch/mobile upgrades.

Field Reporting Upgrades: RMS/CAD/mobile (in-squad) reporting and dispatch system.

Deploy Citizen Connection Software: As part of the RMS/CAD/Mobile deployment, to create a “Citizen Connection” interface that allows citizens internet access to public data housed within the law enforcement records management system. This enables transparency and allows citizens access to critical data and reports, to which they are entitled, while reducing staff costs for research and data reproduction.

Complete the build-out of the interoperable radio communications system — a narrow-band VHF radio system — and meet the December 31, 2012 FCC Narrow-Banding Requirement mandate. In addition, to bring all user-groups online with the new system and initiate the transition of Law Enforcement Radio System to “Digital Narrow-band.”

Complete the Minnesota Sheriff’s Association/Lexipol Policy Development Project, which is the revision of the statewide sheriff’s office policy manual. This new manual incorporates Federal and State law, case law and recognized best practices, resulting in a policy manual consistent across all 87 Minnesota Sheriff’s Offices — including the deployment in Beltrami County Sheriff’s Office.

The manual will comprise all aspects of the Office, including:

  • Patrol
  • Investigations
  • Civil Process
  • Jail Management
  • Court Security
  • Records Management
  • Public Safety Answering Point Operations (911 Call Centers)

Suspend operations in the Minimum Security Unit in the Jail facility basement and work with judges to use more electronic surveillance technology such a electronic home monitoring instead of incarceration for "non-violent offenders" as a cost savings measure.
